Michael A. Barbieri, Ph.D. LCSW

Dr. Barbieri has been involved in the field of mental health and chemical dependency for over thirty years.  He started as a probation officer for Philadelphia County working exclusively with Drug offenders.  He has extensive experience with both the clinical and management issues associated with working with the substance abuser. During his career he developed several comprehensive outpatient program to address substance abuse and mental health issues for both adults and adolescents.  In 1991 he started Crossroads of Delaware an outpatient treatment program that focuses primarily on the behavioral issues affecting adolescents.   In 2008 he was elected Representative for the 18th District.  He chose to run for office because of his concerns about the services offered to youth struggling with substance use issues and the need to strengthen our overall substance abuse and mental health system.  Prison was becoming the default treatment system.

As an elected official Michael Barbieri served as the chair of the Health and Human Development Committee.  In this capacity he has worked to reform our mental health and substance abuse laws and treatment services.

In August 2015 Michael Barbieri was appointed to be the Director of the Division of Substance Abuse and Mental Health services for the State.  In that position he has worked on the redesign of the Substance Abuse Treatment system and on completing the work of reshaping our Mental Health Treatment system.

Educational Background:  Dr. Barbieri received his Doctorate from the University of Delaware College of Urban Affairs and Public Policy.  He has a Masters in Social Work from Temple University and is a Licensed Clinical Social Worker in the State of Delaware.  His undergraduate degree is from the University of Delaware with a major in sociology.
